With elk survival rates still on the decline, the Idaho Department of Fish and Game may contract with private trappers to kill wolves in key hunting units. Those units include the Lolo, Selway and upper St. Joe areas.

"We have nothing set in stone yet," Jim Hayden, regional wildlife manager with Fish and Game, said. "They are real loose plans."
